Default Storm & Wind Effects

Okay

So I need help with something. For my major work this year I'm making a short film (of course) and its all going really well at the moment as I'm in pre-production and Im planning everything out too a T.

Question: How do I create good-looking wind/storm effects on camera? I cant really afford HUGE fans too blow my actors around but then again I will do what it takes too make it look good.
